@Daxter Bels, check this document out. It covers everything you need to know about project roles. There are even drop-downs at the top for server/cloud and server version.

If you're using the new new Jira experience experience, the process to get to site administration is a little different. Rather than clicking the settings cog wheel, click Settings in the Jira sidebar.
