With the right permissions, why can't I move issues from project to project.

I am an administrator on both projects, I have the "create issues" and other required permissions.  I have tried moving issues in the same work-flow status only but still I get the "N/A, you do not have permission to move issues".

So in order to move issues from one project to another, you need both the "Create Issues" permission in the new project, as well as the "Move Issues" permission in the source project.

Moreover, you obviously need to be able to view both projects via the "Browse Issues" permission.

You're possibly missing the "Move Issues" permission?

Finally, if that's all fine, ensure that there's not a Workflow Property (https://support.atlassian.com/jira-cloud-administration/docs/use-workflow-properties/) that's blocking the moving of your issues.

Sorry for the late response. This does help. I will look into the Jira configurations to hopefully find the restrictions.
