Workflow Trasition in Issue Screen

I am trying to change what is visible when an Issue is opened up. Specifically I want to show different work flow transitions and not show others.  I need to switch the "Prioritize Backlog"  with "Admin clean up" and "need more info" with "Issue not valid anymore". I have played around with the screen schemes and can not figure out how to switch them.

You can use the properties in the workflow to switch the transition names in the order that you wish.

Specifically the opsbar-sequence property on each transition. You can also export and edit the XML of the workflow to really get control on the order of transitions but that is more work
