I moved issues from a project to a new one. After that I published some changes on new project workflow. The latest changes are not reflected on all moved issues as it only appears on new issues even that:
1- I published the WF changes.
2- I even created a copy from it and assign it to all issues again with no luck.
3- I have read about "integration check" but couldn't find the option even after adding all needed permissions "e.g. "Jira Administrator".
4- I even tried to move one of the old issues to another project and return it back with no luck.
Is there a solution for it without the need to recreate all issues?

Can you give us a little more information about the changes you made on the workflow and what is not showing up in the old issues that you expected to see? Are they transitions? Statuses?
Yes of course. In latest change, I added a transaction from "All" to "Done" status and added a condition on it ("Time Spent" is not null). Now "Done" appear as an available status for all newly created issues, But for old, it doesn't appear as an available status. I have just figured out a solution, It seems for old issues, I have to fulfill the condition ("Time Spent" is not null) to make the status appear. For new issues I don't have to as it will appear always even without fulfilling the condition.

Great - glad you were able to find out what was possibly going on.
You also might want to create a transition screen and add the Time Spent field to that screen. Then add the screen to the transition to Done. That way the user will see the Done status either way and can populate the field before it will mark it Done. (Just be sure to leave the Condition on the transition for Time Spent to not be null.)
