Is it possible to assign a workflow to the project, then assign states to it (e.g. open/approved/completed)?
Because I found only the possibility to assign states to the tickets, but not to the project

Have you thought to use Profields?https://marketplace.atlassian.com/apps/1210816/profields-jira-project-tracking?hosting=cloud&tab=overview
With Profields you can add fields at project level, one of them is a Status Field and with that you can track your projects and its statuses!

Yes I would need to insert a workflow to the projects and not only to the tickets. The project workflow that would be convenient for me is what you see in the attachment and the project status would be selectable in a drop-down menu as for the tickets.

You could use the project category to capture the ‘status’ of the project but there would not be a workflow with transitions. You would simply manually set the category when the status changed.

Projects do not have statuses only issues do. Well, in fact with Cloud Premium there is sort of project statuses since you can Archive or Trash a project. So one could argue those are statuses. So given you are on Premium you do have that at your disposal.

I'm a little confused by what you're asking - are you saying you would want to mark the whole project as 'completed' or 'approved'?

Projects can't have status as such - although @Jack Brickey's suggestion about archive might work.
The other thing to look at would be having each project as an epic on a bigger project board - that way each epic can have its own status.
