This is likely caused by the deprecation of all.js per https://community.developer.atlassian.com/t/deprecation-of-xdm-e-usage/32768 - this was announced a few months ago and our team reached out to Vendor developers through any channels available to them. If you apply the fix in the article above (which is pretty trivial) your apps will start working again.
If you're a customer of the app and not the Vendor then find the app on https://marketplace.atlassian.com/ and contact the Vendor with the instructions above.
I'm seeing the same thing, related to the Gliffy for Jira Cloud diagramming plugin. All diagrams will no longer load on any Jira ticket.
The
https://developer.atlassian.com/cloud/jira/software/about-the-javascript-api/ page shows examples using:
https://connect-cdn.atl-paas.net/all.js
but Gliffy is trying to use the https://{instance}/atlassian-connect/all.js
Maybe something was deprecated/removed, but can't find a mention of it.

We are seeing the same thing with our own internal plugin that imports from atlassian-connect/all.js as well.
A couple days ago we had a hiccup as well but it resolved itself, now it seems to be properly down.
