Global permissions can be granted only to groups. So you would need to set up a group with only your 'Managers' as members. Grant Create Shared Objects to that group.

I know - Global permissions can be granted only to groups. So can I add a local group-"jira project managers" and when each project role-manager add member/delete member, then local group-jira project managers will also add/delete member?

You can add groups to a role, but I have not seen how to add (but manually) role members to a group. I guess you will have to maintain this group by yourself all ways when a role member was added/deleted.
