JDK 1.7 is not supported by JIRA 5.1. It is supported only from 5.2.

Ah browser side, apart from the applet nothing else is there in JIRA which needs Java on the client side. And it is broken with Java 7 - https://jira.atlassian.com/browse/JRA-30747
