Anyways, there is no way to really archive issues such that you cannot search for them anymore. You can archive versions in a project which will prevent new issues from using that version and will show it locked on issues with it selected prior.
Maybe, just maybe you could get creative with Permissions Schemes and/or scripts to lock an issue from being edited after certain criteria have passed such as last updated time.
