I work for Unito and we're in the process of developing a Hubspot-Jira connector.
We're primarily looking at syncing tasks for now, but here's a potential workaround:
- Using Hubspot workflows, create a task based on a ticket.
- Use our integration to sync those tasks over to Jira.
We're releasing our beta soon, so you can always sign up to beta test it for free and see if it potentially solves your problem-can't hurt!

We offer a Jira Cloud app for connecting with Hubspot CRM - Jira Cloud for CRM. This will help you get data from Hubspot into Jira itself. Not an exact match for your question but I wanted to make sure you knew it existed!
Now in terms of creating tickets from within Hubspot - there's no native way to do this currently. While the Jira Cloud app also provides you a panel in Hubspot's interface with info about Jira issues relating to the contact, it doesn't provide a button to create a new issue.
Do note that the integration is specifically for Hubspot CRM - based on your mention of using tickets, I suspect you might have Hubspot Service Hub in the mix (which our integration isn't set up for).
There are some third-party options available for connecting these platforms:
Have a look and see if either of these platforms have something that will suit your needs! I didn't see integrations for Hubspot Service Hub specifically while browsing through, but there are integrations for doing things like creating a Jira issue when a new contact is created in Hubspot.

Thanks for your detailed answer and apologies about the brevity of my first post. You are correct in your supposition that we are using Hubspot Service Hub and it's ticketing feature.
I was aware of the current CRM integration (we use it presently) and was hoping to find something similar for the Service Hub.
I will have a look at Zapier and Automate. In the interim, are there any plans to add support for Service Hub?

Having checked out Zapier and Automate, unfortunately they also don't have any available integrations for ticket actions in Service Hub.
