For this, the method that comes to my mind is as follows: you add an 'all transition' to the 'pending' and 'in progress' statuses. Then, you can add the 'Previous Status Condition' that I have shown below. This condition will display the 'all transition' button in the status that is approved. If you need more details, I am here.
