When I subscribed to Jira Agile (cloud based) I chose a name which became part of the URL (https://XXXXXX.atlassian.net/ where XXXXXX is the name I chose).  This is the "Base URL" I think.

I now want to change that XXXXXX but retain all my projects, configurations, data etc etc   Is that Possible?

You will need to export everything, buy a new subscription, and import it all on the new one.

The site and project import is very consistent, I'd wager that you wouldn't have any issues. You could open a support issue with Atlassian for help or you could ask for more help here about the process.
