block entry hours after workflow status step

I would like to block the inclusion of work hours in the issue (I have the time timesheets plugin) after a certain workflow state step. Example: if the issue is in the To Do state then I can record the work hours. If the issue is in Done state, then I can no longer record the hours. Can this be done with Jira Server / Jira Datacenter? I ache JSU and Script Runner as plugins if they are needed.
