Given your scenario, it looks like you have Jira Software installed, but if you're not seeing the Boards tab, either your user account is not listed as a licensed Jira Software user in the application access

The Jira Software plugin has failed to load on startup.
If the problem is with the plugin, then the logs of Jira in the $JIRAHOME/log/atlassian-jira.log will tell us more about this startup failure. It might help to try to restart Jira once more, and if the problem persists, I'd like to take a look at the logs to see what is happening here.
