This can be done for individual users through the following steps:

If you're an enterprise and want to enable/enforce it organisation wide, you'll need to verify your domain and subscribe to Atlassian Access:

This allows you to set up 2FA through Atlassian, or better yet, integrate with your existing IdP to enforce 2FA through a means your users may be more familar with, e.g. Microsoft or Google Authenticator.
