I would say that you really would need to elaborate on the details here but in general sense, Jira as an issue tracking system is probably not the best fit.
That said, there are some use cases, and there are plenty plugins that can broaden the use case options quite considerable, such as:

You might however need to do the search to best fit your environment/requirements.
Can you explain what you mean by record management? I don’t see Jira being a good tool for such but it really depends on your detailed requirements.
