Does the second person have assignable user permission? Please check your permission scheme and see what users, groups or roles have this permission. Then check these against that user.

Hi Thorsten,

Take a look at your project permission scheme and make sure the user belongs to a project role that has "Assignable User" permission.

https://confluence.atlassian.com/display/JIRA/Managing+Project+Permissions

If you have just installed JIRA, adding the user to the jira-developers role, should make him an assignable user.

Thank you

Bhushan
