cloud limit csv user import

we would like to limit the user csv import to less than the standard 250. 
on the server this was possible in the advanced config, but i cant find that setting on the cloud. is there another way to limit the issues that can be imported in 1 csv by normal users?

it’s not possible in cloud yet... there is a feature request for that
