Hi,
Unfortunately the only way to notify the users if an attachment is included is to enable Issue Updated.
If you want to fine tune the notification scheme you can see the list of events here and turn whichever ones you want on or off. You can also change the recipient roles, so that only certain roles will get certain notifications.
Hi,
If you work through Atlassian's Notification Troubleshooting page you should be able to resolve it.
This line looks particularly relevant to your problem:
The most likely reason that this was working but isn't now, is that someone has changed the notification settings without realising.

Hi Rob Woodgate,
Thank you for information.
Issue is when users sent comment from email we are getting notifications.
But When users sent comment along with attachment we are not getting any notifications. (Comments and Attachments are getting updated to ticket)
Not sure why this fails comment with attachments. Earlier it was working fine.
We don't have Issue Updated enabled from notification scheme. Since this will send too many email as on when user update ticket. So no recipients for this event.
Is there a way to get notification when user make comment along with attachment from email system?
Please advise.
