create a test set or a plan set by a jql querry

hello

is there a way to create a test set or a plan set by a jql querry ? I can search now the test and the step i want but my goal is to use this for directly create a test set or a plan set according to my need and my querry

NO:  via JQL I don't know a way

without apps I  implemented this with Automation 

Trigger: When Issue  created

Condition: ?

Actions: Create issue or Create sub-task

I also have good experiance with  X-Ray  (App)
