When we were creating, we changed the reporter, prompting the following error, we checked that the reporter's permission is normal (he has the permission to create and modify the reporter), what is the cause of this problem

Hi @arno ,

1. Please check if 'Grant ni' user is having create and browse permissions in the project 
2. Please check if there are any validator for the create transition in the workflow. This could be blocking the ticket creation.
