Not knowing your particular scenario, I would start with mentioning what-if scenarios, that BigPicture 8 will soon have, but these what-if scenarios are probably not nearly what you are looking for.
It would be helpful to know whether those automatically created tasks are to be Jira tasks, or BigPicture placeholder tasks (for Gantt chart, Scope or Roadmap).
If they are to be Jira tasks, then you need ScriptRunner for Jira for such an if... then... automation, and yes, BigPicture will recognize such automatically created tasks, possibly place them on the Gantt chart with no further action on your part, obviously if the newly created tasks are within the scope of a BigPicture program. We are aware of clients who use BigPicture and ScriptRunner combined.
If on the other hand, you'd like to automatically create BigPicture placeholder "tasks", such as Roadmap objectives, or Gantt chart placeholder bars, which are not to appear in Jira as real tasks, and I would consider such automation awkward, but still, then I would be cautious claiming that ScriptRunner can handle this, at least with no extra learning on your side.
