As far as I know there is no way to do that other than granting them the site-admin permission.
However, a project admin can manage existing users by putting them in project roles. You can then parameter your project permissions as a function of the project roles, allowing the project admin to have full control over user permissions within his project.
Depending on what your need is, this might be a viable option; project admin can manage permissions, but they can't create users or assign them to specific groups.

That is not possible. The site-admin purpose is to give a user the permissions to do user management.

thanks for answering so quickly. only what i need to do is to grant a certain user the permission to view all users on site, and according to my info. this view is available only for site-admin through user management tab. so is there any other possible way to do so without granting Site-admin ?

Unfortunately, no. The only way to see all users on the site is with that permission.
Now, if you have a custom field that is a single user picker type, then a user could use the dropdown to see the users. But you can't get a list using that method.
