disable email notification for new user

Atlassian just changed the new user creation screen and now will automatically email users logon instructions.  I want to disable this because we don't have our users logon to JIRA.  How can I turn this off?

Hi Bob,

It's currently not possible to change the way users are created in Cloud since the last update.

We changed the way the User Management presents itself and currently you've got to send them mails for user creation within your Cloud Applications.
