As off the recent version it is possible to modify the workflow by project admins.
Although this is only possible if the project is the only one using the workflow.
I have been looking for an option to disable this and reserve this function for global admins only.
Anyone seen such an option already?
As workaround you could make a second project and link it to the second project. That way a project admin is also unable to change it. But this is not a perfect solution imo.

Plugin development could be an option if there is no other alternative.
But let's hope Atlassian add's this as an extra option in a next release then.
I don't see how you can do it with configuration only.
