dynamic value based on JQL for the drop down field

I have created a custom Issue called INCIDENT. This has two custom fields- 'parent-Incident' and 'child-Incident'. The child incident has a field called - Parent-incident. The value for this field should be a drop down and coming from the in-progress parent-Incident ticket number. 

I think the drop down value is always static. Is there any way I can get it done without any third party app? 

or if there are any free app you suggest me to do it?

Thanks for your reply @humashankarvj.  In my opinion it was such a simple and important & very useful feature why Jira did not provide it.

Element seems to be a paid app. Its has lot of use cases. My requirement is very simple the data is living in my own project the incident number a simple JQL can get that? Can't believe I need to pay to get it worked..

You can look for issue picker custom field apps here.

I don't know how many users your site has, but if it is 10 or less there are free apps.
