As i following the steps for further process of changing owner permissions, not able to find the settings options beside the popularity field
can you please give a suggestion for changing the dashboard owner permission from one user to another

You have to go into the section "Shared dashboard" and then click on the cog on the extreme right next to the dashboard and then change the owner.
If you are on server the url of this section is
<your-jira-base-url>/secure/admin/dashboards/ViewSharedDashboards.jspa

Thanks for the help i could be able to do till this but i am not bale to see the settings options (where you can see the option of change owner and delete options) that option is not visible for me

For changing owner of a dashboard you need to go to another page, with admin permissions
www.yourjira.com/secure/admin/dashboards/ViewSharedDashboards.jspa
Here you will be able to find all dashboards and change owner.
If you do not see the cog symbol on the right, where you can change owner, then may be you do not have enough admin rights. Depending on your JIRA instance, there could be two kind of admins (jira-admin and jira-system-admin) with different tiers of rights.
You might be in the lower tier who has no access to this function.
Be aware that also the filters have owners, that migh need to change ownership if the new dashboard owner wants to modify anyhting.

Thanks for the response i agree with you suggestion so can you please suggest me like how can i get the admin permission (jira-admin and jira-system-admin) with different tiers of rights. so that i can be able to change
