How can the "jira-externalPartners" role have exclusive access to the LIM__ZGM_5059_LABUS_ServicePortal project? All other projects must not be visible for this login.

The group you have specified includes "ServicePortal" in the name. What type of access do you want to give these users and to what type of project? Are you trying to grant customer access to a Jira Service Management project? Or are you trying to grant Agent access to a JSM project? Or are you trying to grant access to Software projects or Business Projects?
Are these users allocated Jira User licenses already?
The steps you need to take depend on the answers to the above questions.
