It appears that this particular Jira cloud site was deactivated. Our free plan sites have a 120 day inactivity limit. Should the site not be accessed by the administrator for 120 consecutive days, that site can expect to have its product deactivated and that product data is deleted shortly after. This is explained in our What happens to Free plan apps if they're inactive for too long? Jira on that site appears to have reached this limit.
I would suggest reaching out to your site-admin in this case. If that user can create a support ticket, perhaps the Jira Cloud product could be reactivated there, but I expect that the data associated with that site would have already been deleted.

I checked, and there are currently no ongoing incidents reported by Atlassian.
If you're an instance admin, you can raise a support request with Atlassian Support - they’ll be able to investigate the issue.
If not, I can call support team to this thread and their team will respond within 2 business days.
