×Please, explain how to make first level header with tabs Issues, Wiki, Source etc as it is in ondemand version.
Now I have separate jira and confluence and I can not understand how to make the header with project selection and tabs for different products in download jira/confluence version.

In short, it is not possible without development in the download versions.
The header you see in OnDemand is a function of OnDemand, it's not in the other downloads.
Atlassian are considering releasing OnDemand as a full package, (and hopefully, the OnDemand bar separately!) so we can use their stuff to integrate our downloads, but for now, you'll have to do it for yourself, with custom code.
I'm hoping one of the other Answers users has something robust (I've a dodgy couple of code hacks and tweaks to do something similar in Jira and Confluence, but it's hard coded, specific to the client who needed it, and isn't much more than a handful of static links)
