If you're meaning Jira Software as the question was tagged, the answer is there is no calendar function for software teams. Software teams simply work in sprints and as part of their sprint planning, they adjust their committed velocity accordingly for the upcoming sprint when a holiday will interrupt things.
For Jira Service Management (JSM), you can go to the Project Settings >> SLAs and create custom calendars for different time zones and add holidays accordingly.
