When creating an issue, I need to force the users to complete with at least one issue, the "linked issues" field. I tried to use "Universal validator" but I could not do it, How can I do that? Thanks a lot.

You will need a scripted validator to do this (there are a few add-ons that let's you add scripted validators) and create your own validation. Start with the ScriptRunner.
