i want in my JIRA that if subtask of an issue is not closed, the issue must not be closed by any user.

Try the Script Runner plugin to put a condition on the workflow transitions that close the issue - the all sub-tasks must be resolved built-in condition might do what you want or create your own simple scripted condition.
