Hi, I am an admin and would like to give everyone on our small development team access to edit other people's comments on tasks/stories/bugs.
I have read multiple questions on this in the forum, but it is unclear where in settings or on jira I should go to update these permissions.

Permissions are given to users via roles in your project. You can access this via the people tab in your project administration (you yourself must be a project admin)! You can get to this by hitting Project Settings and then People will appear on the sidebar to add users and groups.
What permissions do these roles have? That's based on your permission scheme, which has individual permissions that are given to roles. You can find this under Permissions in the same Project Settings page. This will show what roles have an Edit All Comments permission, which will allow what you want to do.
You can edit this permission scheme too if you have Jira admin to add other roles (like an everyday User role)!
