how do I move a risk from one quick filter to another quick filter

You change the data on the risk so that it stops matching the first filter and make it match the second.  Or edit the two filters so that they select differently.

Filters don't "contain" issues, they are a selective view of them.

Are you referring to the quick filters on the Agile Boards?
If so can you provide what is the JQL for the current filters?
