I have deleted my mobile app but still get these messages consistently - they stack up on the right side of the screen and obscure the view and I have to keep closing them over and over and over again the learn more and maybe later links do nothing useful or illuminating

This might be a bug, but it probably depends on which OS and app version you have.
For web browsers, I know you can generate HAR files, which can then be shared with the support team for further analysis. For a mobile app, I'm not sure.
I'd recommend reaching out to Atlassian Support as they can probably assist you on the matter. I believe they have a support team for mobile apps, which may have seen this message before.
