Hi, just to expand a little Nic's answer. If you mean that you don't have internet connection in your JIRA server it's ok, I'm having the same. To install Agile you just need to have the .jar in your client PC and then upload to the JIRA. For the key you can do it from outside and then bring it to your PC in .txt maybe using an external drive.

With no connection at all, you can't.  Because you need, at the very least, to go online to your Atlassian account, get the key from the licence screen, and paste it into the server that JIRA is running on.  That's how to do it when your server is not on the net but your client machines are.  If you've no internet at all, you'll have to copy and paste somehow.
