Using the cloning process (https://support.atlassian.com/jira-software-cloud/docs/clone-an-issue/) I want to clone a ticket and bring over the comments as well. The process above allows for attachments to be cloned, but not comments.
How can this be accomplished?

If the comments are not cloning, you can try this work around in the Atlassian KB.
If you want an easier solution, you should try one of marketplace apps for cloning.
Comments are not cloned out of the box.

I'm Luka from codefortynine and our marketplace app Deep Clone for Jira can help you to clone your tickets with their comments.
It's pretty easy to copy the comments with Deep Clone:
Navigate to the issue you want to Single Clone
Click on the top right Actions menu ••• > Deep Clone
Under Clone additional fields select Comments and create your Single Clone

If you're willing to use a third-party app, I suggest to take a look at our application Copy & Sync.
It allows you to copy comments when cloning issues (as well as synchronizing them if needed).
We also have some advanced options to match the specificities of Jira permissions (groups, rights, customer portal) and comment types (internal, public).
