Could you elaborate what you are trying to achieve? I cannot figure out what you are looking to do exactly.

The most logical way to understand previous capacity would be to look at your team's velocity chart (if you run sprints) or let your team log their time spent, so you can use a time tracking app to get insights of what people have been working on.
