is it possible to get a view of all parent issues and their linked sub tasks?
Example:
UBS-3 has 5 blockers
UBS-7 Live Login Flow UBS-8 Live Check Content Flow UBS-9 Live Playback Flow UBS-10 Live Keepalive Flow UBS-12 Live Stop Content Flow
How do i create a view which shows UBS-3 and the blockers, and then UBS-4 and its blockers?

Is it possible to filter again with the Type in Linked Issues.
As in i wanted to see only the "is Affected By" Linked issues in each SubTasks.
And also a count of all above Linked issues wrt each Assignee name.

Unfortunately I can't see your issue UBS-3, but this should'nt bei a problem:
Execute search that gives you all the parent issues in your project. E.g. you search for the issue type. Then save it. Now you have a filter.
Open or create a dashboard. Then add the Gadget "Filter Results". Pick you freshly created filter at the configuration screen. Do you see the columns / Fields to display? There's a combo box below where you can add fields.
Choose "Linked Issues" in the list and press the Add button.
Add "Sub-Tasks" in the same way.
Save you Gadget and check how it works for you.
This is how it may look like (closed Tasks are automatically displayed as strike through):
