how to grant permission to edit a workflow without the user being an admin

I have read here that in JIRA 7.4 it's possible to grant permission to non-admins for editing. How do I do that?

Hi, it is possible for non-jira-admins to edit the workflow, but only in certain situations. This feature have been assigned to the Project Admin role.
