we have Dev board with status 'To do', 'In progress' and 'Done'. Developers don't want test tickets on the same board. I want to know
1. should I create separate QA board? if yes then how to create it?
2. If there is a separate QA board then how to move 'Done' tickets to QA board?
Noticed this old question and wanted to reply for anybody who stumbles upon it. Are you using scrum framework, waterfall or something else? If using scrum, then in general it's bad practice to have different boards for different roles, as it's not stimulating the teamwork. Instead it'd be more important to coach the developers to see QAs as part of the team and create more columns on the same board. By moving tickets to a different board, you actually can't release anything at the end of your sprint and thus your incriment isn't done yet.

Can you please let us know if you are using JIRA server or Cloud? If you are using JIRA Cloud, are you using Next-gen template or the classic template for your projects?
The options to customize the boards and views of your developers will depend on the answer for the questions above but assuming that you are using a Classic project template on JIRA Cloud, you have following options:
1. should I create separate QA board? if yes then how to create it?
To create a new board for your project, you just need to navigate to your project > Click on the default board of your project > Click on + create board on the drop-down
2. If there is a separate QA board then how to move 'Done' tickets to QA board?
To define which issues your boards will return, you can configure the board filters and columns:
- Navigate to your board > Click on the three dots icon > Board settings > General
- Click to Edit filter query to define which issues you want to be returned in the board
- Click on the Columns menu to define which status should be returned on each column
