i have 800 user licences but 20 users asking one plugin i can't provide add-on so give me some suggestions without add-on how can i manage that 20 users.

My guess is that this is about licences for Apps not matching the number of users you have.

You cannot mix-and-match - the licences you need for any App must be the same (or higher, although that is a waste of money) as the number of users you have in Jira.  You have 800 users, therefore your Apps must be licenced for 800 people.

you tagged this question as jira-cloud, so I assume you use Cloud version. If you were using Server version, you could always ask a vendor for a promotion code.

I recently noticed that some of the vendors introduced multiple versions of their addons with different pricing, but this sounds like a workaround for a marketplace licensing limits. Unless Atlassian introduce some more flexible pricing options for addons, we cannot do too much in this manner

Another workaround is to setup a new Jira Cloud instance just for 20 users that need the plugin. I observed this working pretty well in several cases.

maybe if you tell us what plugin and more specifically what those 20 users want to do maybe there is some OOTB solution. Doubtful but you never know.
