"can't start plugins" tells us very little about what the problem is.  We can't really help you without having more detail on what is going wrong.  Until we know what the problem is, any "solution" you see is going to be a total guess.

Welcome to the Atlassian Community!!

When performing significant changes related to plugins, there are cases when the plugin shows inconsistent behavior or issues getting enabled during startup.

One of the possible reasons for this is problems with the plugin cache.

To clear the plugin cache on a Server or single-node DC instance:

  1. Stop Jira.
  2. Clear the plugin cache by removing the following directories:
    • <jira-home>/plugins/.bundled-plugins
    • <jira-home>/plugins/.osgi-plugins
    • <jira_install>/work (just the contents, NOT the directory itself)
    • <jira_install>/temp (just the contents, NOT the directory itself)
  3. Start Jira.

Please try this and let me know, after performing this step you are unable to access Jira then please share the logs.
