I have an XML file from Mantis.  It has about 440 issues that I would like to import to JIRA.

Is there a way to do this?

I don't know if Mantis is supported: https://confluence.atlassian.com/display/AdminJIRACloud/Migrating+from+other+issue+trackers

Have you tried converting to JSON and then use the built-in importer?
