impossible to create a task

Since, some days, I am not able anymore to add a new task to the user_stories ?

I tried with different computers and with different connection. No difference. 

What could I do to resolve the problem ?

It impacts my organization.

Could you answer some questions? See:

1. The Issue Type: Task is added in your Issue Type Scheme?
2. Do you have permission to Create Issue on Permission Scheme associated at project?
