When inviting a user, can I, as an administrator, complete his account?

You can if you have access to his/her email address :)

If not, then no, you can't do anything.

Understood, but you’re not going to be able to do that. The user will have to do it his/her self.

@Ivan Andrieiev jira cloud is not like jira server. Jira Cloud works with Atlassian accounts.

SO when you invite a user, that user have to create an Atlassian account and then log in to your instance (as a user that is). On jira server you can create a user by entering a few details (email, name etc).

Hi @Ivan Andrieiev  - No, you are very limited in how you can interact with user's profiles. And you definitely cannot complete a new account for a user.

As per my knowledge you can not complete their profile on the time on the invitation.
