migrating boards and all their data can be accomplished with Configuration Manager for Jira - an app which allows you to move, copy or merge
existing project configurations from one instance to another via Project Snapshots. The Project snapshot packages all the configuration data (you can also
include issues) of a single project or multiple projects, and can then be used to move all the project data to a different Jira instance.

Should this be installed in both the instances?
How would be the authentication from another instance to this instance ? (client will have their own firewall, and restrictions )
If we can provide them as XML (or other Jira/confluence support format) file and if they can import it that would solve security problems

Yes, you need Configuration Manager for Jira installed in both instances.
Authentication won't be required; you can easily solve the security problems with exporting the project snapshot as a zip file containing all the project configuration details (the xml and json files).
After sending the file to your client, they can deploy it at their current Jira instance and replicate the exact project configuration.

will configuration manager work if both the instances has different versions of JIRA? and if both the instances has different global settings

Yes, Configuration Manager works across all the supported Jira versions.
There might be some challenges if the target’s version is missing some configuration types (e.g., the source has permission that doesn’t exist on the target version) - in this case, CMJ will show an error when deploying and the problem can be resolved. In general, you won’t have any issues.
And for the global settings: Configuration Manager focuses on handling project configuration and should not have a problem with differences in the global settings.
The only exception is if you use system configuration snapshots - they will include global permissions, but you can skip them (i.e., not deploy them).

You cannot export/import but you don’t need to. Simply go to board settings > General copy the filter (and sub-filter if you have one) and use in the new instance. Of course the new instance needs to be the same as the old or you will need to edit the filter a bit.
