Did you happen to take a look at the Marketplace? There are a handful of apps that integrate SFDC with Jira, I use Connector for Salesforce & Jira and so far that has been working fine.

As already pointed out, you will need an integration app like Exalate in order to sync issues between Salesforce and Jira. We have a guide published on the subject.

Yes, an add-on is available for Salesforce-Jira integration as mentioned in the above answers. But based on our experience, we do not recommend add-on-based integration for the following reasons:
1. It uses systems (Salesforce, Jira) resources which tend to make them slow even for the basic create-update user operations.
2. It requires users to write scripts, debug and maintain point to point sync, for eg. In case a user wants to add another system to the existing or new integration, they have to completely set up the integration from scratch.
By design, plugins randomly miss events as they are trigger-based.
Our recommendation is an enterprise - class complete sync/ integration tool as:
1. It runs on their own VM and provides better sync solutions without requiring user to write code or debug.
2. The user can manage all edge cases, failure modes and recovering scenarios from UI itself.
