can we use the xml backup for switching db versions. like exporting xml backup of PostgreSQL older version and importing it in a empty db of PostgreSQL newer version

Yes, You can change database version with xml backup. But jira should be support your new PostgreSQL Database version. If JIRA supports your new Database version, it will edit database during import.
